"ROSEB Initiative" - a Trilateral cross-border cooperation network on tourismcreated

Partnership Memoranda on establishment of a trilateral cross-border cooperation network on tourism , socalled "ROSEB Initiative" was signed on November 8th ,in Kladovo, Serbia.

The ROSEB Initiative covers three bordering regions in Serbia, Romania and Bulgaria (Bor, Zajecar, Vratsa, Montana, Vidin, Mehedinti, Dolj and Olt) with 2.191.000 inhabitans. The ROSEB Initiative aims to enhance an smart, inclusive, and sustainable socio – economic development through improving tourism and sustainable use of natural and cultural heritage in the cross-border area.

The Trilateral cross-border cooperation network on tourism "ROSEB initiative" have 39 members. The Network members come from all sectors, icluding local governments, tourist agencies, hotels, professional and trade associations, tourism organizations, civil society, etc.

Idea of ROSEB Initiative was created under direct impact of recently ended calls for proposals under INTEREG IPA Cross-border Cooperation Programs between Romania and Serbia, Romania and Bulgaria; Serbia and Bulgaria. Tourism is the common priority in all those three INTEREG IPA Cross-border Cooperation Programs. During the process of project identification and preparation, participation of only two countries in  number of tourism related projects, was considered insufficient. Some of the project ideas asdevelopment of new tourist products, joint marketing and promotion initiatives; connecting existing European initiatives, as well as  many others, simply required participation of the third country, too.

The ROSEB Initiative Specific Objectives are:

  • To create a Platform for cooperation in tourism by setting-up an cross-border network of tourist stakeholders;
  • To facilitate better utilisation of joint tourism potentials by setting-up mechanisms for structured participatory processes of needs assessment, priority setting, action planning and project implementation.

The ROSEB Initiative creators are:

  • RARIS – Regional Development Agency Eastern Serbia, Serbia
  • Vidin Chamber of Commerce and Industry, Bulgaria
  • ARoTT - Romanian Association for Technology Transfer and Innovation, Romania

The ROSEB Initiative creators conducted a wide consultation process and enabled  the  international, national, regional and local level stakeholders to take a part in it in  April-October period of time. The program document „ROSEB Initiative“ analyses state of tourism in the border region in relation to the current national and EU strategies and programs, and provides guidelines for cooperation and joint activities. Participation in the "ROSEB Initiative“ is open to all interested parties over the next month
