Why RARIS?

The success of a municipality and a region mainly depends upon its ability to adapt to the dynamic local, national and international market economy.

There is a long list of constraints that prevent municipalities in the Timok region to keep up with the pace in outside world: Institutional weakness of existing economic development structures; absence of a comprehensive and coherent vision for economic development; information on the availability and use of resources and the potentials and constraints for local /regional economic development are highly deficient; centralized system of public finances and the shortage of financial resources at regional and municipal levels; infrastructure, research and deve-lopment investment are not put in place now in the region; lack of entrepreneurship and business knowledge and skills and so on.

As a result of these constraints, the Timok region is not just lagging behind the regions in Europe countries but lagging behind the majority of regions in Serbia. This gap in growth leads to reduced life prospects for the people.
Scarce employment opp-ortunities, weak health care service, lack of educational institutions in combination with negative birth rate make the situation intolerable. Development disparity is damaging the national economy as well, as it means that our region is not meeting its potential. Although the Government of Serbia has been undertaking some policy work by creating relevant strategies (Poverty Reduction Strategy, National Investment Plan, Strategies for agricultural and tourism development, Strategy for stimulation and development of foreign investments etc), scale of development gap between Serbia regions is not fully recognized. One may concluded that not enough has yet been done to ensure that policies and funds distribution are in place to allow reducing the intranational development gaps. Recent forming of the Ministry for regional development is encouraging.
